Property Services Guide for Owners and Managers

For owners of rental property, construction is not a one-time event. Units turn over, roofs age, the city sends compliance notices, and the building needs repositioning every decade or so. This guide covers how we work with owners and managers across Los Angeles County to keep buildings leased, compliant and increasing in value.

Turnover time and costTwo rows of day squares. A light turn runs five days and $2,000 to $6,000. A value-add turn runs twenty-one days and $15,000 to $40,000.Light turn$2k to $6kPaint, clean, repairs, fixtures5 DAYSValue-add turn$15k to $40kNew floors, cabinets, counters, bath21 DAYSEach square is a day the unit is empty. We start the day the keys come back, not the day we have a gap.
What a turnover costs in empty daysEach square is a day with no rent coming in. The scope decides how many.

Unit turnovers

A standard turnover scope and finish package for each building, a fixed per-unit price, a start the day keys come back, and photos at completion. Light turns (paint, cleaning, repairs) run 3 to 7 days. Value-add turns (LVP flooring, cabinets, quartz, appliances, bath update) run 2 to 4 weeks and reset the rent on older buildings.

Capital projects

  • Roofing, re-stucco and facade refresh
  • Repipes, sewer line replacement and panel upgrades
  • Windows, exterior paint and lighting
  • Parking lot resurfacing, gates and security
  • Common area and laundry room renovations

Capital work is scheduled around tenants with written notice and phased to keep the building operating.

Compliance notices

  • Soft-story seismic retrofit orders in LA, Santa Monica, West Hollywood, Pasadena, Glendale, Long Beach and others
  • Balcony and walkway inspections and repairs under SB 721 and SB 326
  • Code enforcement orders and habitability citations
  • Smoke and carbon monoxide detectors, water conservation and earthquake gas shutoff valves

On balconies: apartment buildings with three or more units had until January 1, 2026 to finish a first inspection of wood balconies, decks and walkways, after a one-year extension. Condo associations had until January 1, 2025 and did not get that extension. Both deadlines have passed. Rentals re-inspect every six years, condos every nine, and repairs have to be done within 120 days of a finding. Non-compliance carries civil penalties that accrue daily.

We handle the engineering, permits, construction and the documentation the city and the Housing Department want to see, including cost records for RSO pass-through applications.

Pre-sale and pre-lease renovations

For owners preparing a building or house for sale, we scope improvements to the expected return and coordinate with the listing agent's timeline. For commercial owners, we deliver white-box and build-to-suit spaces on the lease commencement date.

How we work with managers

  • One point of contact and a shared schedule
  • Per-unit and per-building standard pricing
  • Lien releases with every payment
  • Before and after photos for every scope
  • Monthly reporting for owners with multiple buildings
