A soft-story retrofit strengthens a wood-frame building whose ground floor is weak, almost always because it has open parking tucked under the apartments. Steel frames, columns or new shear walls get added at the ground floor so the building does not collapse onto the parking level in an earthquake. The City of Los Angeles requires it on roughly 13,500 identified buildings.
Why Los Angeles made it mandatory
The 1994 Northridge earthquake collapsed or wrecked hundreds of soft-story apartment buildings. In 2015 the city adopted Ordinance 183893 requiring owners of older wood-frame buildings with weak ground floors to retrofit them.
The clock starts when the city sends you an Order to Comply, not on a citywide date. From that order you get two years to submit proof of a prior retrofit or your retrofit plans, three and a half years to pull the permit, and seven years to finish and get your certificate of compliance. The city issued those orders between May 2016 and October 2017, so the original seven-year windows have now closed. If you are holding an order and have not acted on it, you are past due and should call someone today.
What the work looks like
An engineer evaluates the building and designs the fix. Then: new concrete footings in the parking area, a steel frame bolted to those footings and to the floor framing above, plywood shear walls wherever there is room for them, and stronger connections throughout. Parking usually stays usable once the frames are in, and tenants upstairs stay put.
Cost, and passing some of it on
Most Los Angeles soft-story retrofits run $60,000 to $200,000, with large buildings going well past that. Engineering and permits add roughly $10,000 to $25,000. Sources vary a lot on this because buildings vary a lot, so treat any number you read, including ours, as a starting point rather than a quote.
If the building is rent-stabilized, the Los Angeles Housing Department lets owners apply to recover up to 50 percent of the retrofit cost from tenants, divided equally among the units, capped at $38 per month per unit and amortized over 120 months. It needs the department's approval and proper cost documentation, which we put together as part of the job.
